The undersigned met with SS-O'stubaf . Owens and SS-U'stuf . Kochanowski of Department IIA of the Ministry of Propaganda at the offices of SS-Oberfuehrer Hinkel for the purpose of discussing the future arrangement of the Kulturbund (Jewish Cultural League), and especially incorporating the book stores into it. 1.) It is planned that in connection with the future organisation of the Reichsvereinigung (Reich Association of Jews in Germany), the Kulturbund would be augmented and be given the possibility to produce plays, show movies (even those that do not have a purely Jewish content, which in the opinion of Department IIA would enable better surveillance of the Jews) and give lectures that would encourage emigration. As former head [of the Kulturbund ], Singer, will not be coming back from Amsterdam, he is to be replaced with a Jew of Dutch citizenship by the name of Levy. Levy is recommended mainly because he is highly pliable and would perform other tasks of providing information. 2.) The Study Houses ( Lehrhaeuser ) that were supported by Jews in different cities (especially Berlin and Frankfurt) are to be dissolved. 3.) The existing Jewish bookstores were reduced and subordinated to the Kulturbund , so that they should by no means be the property of a person. All the preparatory work is to be carried out through a publisher, also under the Kulturbund . 4.) a) The Juedische Nachrichtenblatt (The Jewish News Bulletin) will be subordinated to the Kulturbund , though the major part of the newspaper's space should be at the disposal of the Reichsvereinigung . Income and maintenance are to be provided entirely by the Kulturbund .... 5.) Funding for the Kulturbund is to come primarily from the income of movie screenings. As the Kulturbund will take up work for the preparation of emigration such as teaching languages, Department IIA will have the Reichvereinigung provide additional funds, should they be needed...
